Deleting programs that startup when Windows XP starts

I am having problems with my high speed internet connecting not being very fast. The tech walked me through a few things and said I had too many programs running on startup and needed to delete some of them.

How do I do that?? I can't seem to find the answer in the "Help & Support" section.
 
Start > Run > MSCONFIG and go to the Startup tab.
