As far as your popups go, here is the skinny;
The service was intended for internal local network use, but spammers
have found a way to use it to send messages to anyone who's computer is
wide open to the internet and currently connected.
The best solution is to get a firewall if you want to do it right.

XP has a built-in firewall. You can get a free version of Zone Alarm
here:

making sure the correct ports are blocked.
Disabling Messenger Service can be a good idea, but it does not solve
the real problem. The ads are not the real problem, the ads are only a
symptom of a larger issue. The real problem is open ports that allow
unwanted traffic into
the computer.
Disabling Messenger does nothing for the open ports. You would need a
firewall that controls the traffic.
The above solution will not work if you have AOL as is not compatible
with Windows XP Internet Connection Firewall (ICF). If you have AOL,
you
should contact AOL and/or get a 3rd party firewall.
WORKAROUND
To work around this issue, turn off the Messenger service. To do so,
follow these steps:
1. Click Start, and then click Control Panel
(or point to Settings, and then click Control Panel).
2. Double-click Administrative Tools.
3. Double-click Services.
4. Double-click Messenger.
5. In the Startup type list, click Disabled.
6. Click Stop, and then click OK.
