I upgraded my OS to XP from ME two years ago and it is
working great. Whenever when I use Disk Cleanup one of
the options to delete is "Windows 98/ME install files". I
do not intend to go back to the old OS. Is it OK to
delete these files?

Just make sure that you've saved any documents, pictures
etc that you want to keep out from it first. Other wise
delete away. Should free up some hard drive space for
you. Good luck.

Yes, it's fine. Those are the old operating system files and currently they
are not in use. Removing them with Disk Manager or Add/Remove Programs is
safe.
