Chances are that you can't do it in PowerPoint. Here are some things to
try:
(1) After inserting the clip-art, select it and choose Ungroup from the
Draw menu (on the Draw toolbar). There is a very small chance that it
will ungroup into several individual objects. Any of the individual
objects can then be deleted.
(2) Use the cropping tool. After inserting the clip-art, select the
picture and get the cropping tool from the Picture toolbar. This only
works for rectangular areas so if the extra doodads are not outside a
rectangle that only holds the hat, this won't work.
(3) Search the online clipart at Microsoft. If it is Microsoft clipart,
they might have a similar picture without the extra stuff.
(4) If none of that works, you can try editing in some sort of picture
editing software (such as Photoshop).
