MIGHT be windows Live Messenger log files.

Some of the information I've read indicates that upgrading windows Live
messenger to version 8.1 alleviates the accumulation of these files.

The ones on my system are only 1 KB each, so the only issue would be the
file count in the root directory

They are Windows Live Messenger Log Files(Stands for Service Quality
Monitoring files). They are safe to delete, but it is unsure on how to stop
them from appearing.
