Deleting cookies

I clicked on "Delete Cookies." There had been a four-year accumulation of
them. After that, I checked the Cookies folder through Windows Explorer, and
there were 2190 items in there. Prior to the deletion, I believe there were
more than 3500 items. What gives?
 
Very strange. Delete Cookies from IE should delete all the cookies in the
Cookies folder (e.g. C:\Documents and Settings\<user>\Cookies).
Or you can delete them by manually deleting the pointers to the cookies in
the Temporary Internet Files folder (e.g. C:\Documents and
Settings\<user>\Local Settings\Temporary Internet Files) -> See KB

So to clean up your current system's state I would:
1. Manually delete all the cookie pointers in e.g. C:\Documents and
Settings\<user>\Local Settings\Temporary Internet Files
2. Manually delete any remaining cookies in e.g. C:\Documents and
Settings\<user>\Cookies

Please also ensure your PC is protected by following the steps in
http://www.microsoft.com/security/protect/ and
http://www.microsoft.com/mscorp/twc/privacy/spyware.mspx
