Deleting apps in memory?

I have some suspicious apps running. When I try to delete file I am
prevented I guess as its running.
I used MSCONFIG and removed from Startup and rebooted..
but still the app would not delete.

How can I delete program that is running in memory?

Boot in Safe Mode.
 
yea...i did that....and its still wont delete

Perhaps some software has a switch set to run at startup?
You may not find an Icon in the startup folder, and if it
it was there, it might re-install itself... wkcalrem in Works
calendar is a good example.
If you are using some graphics functions they may even
be running in safe mode.
A game, perhaps? File sharing software?
