How does one delete all but one or to cookies from their computer?

Manually. Go to the Cookies folder in your default location and delete the ones not needed

You can do this manually by going to C:\Documents and Settings\<user
name>\Cookies, and while holding CTRL, click on the couple of cookies you
want to keep, click Edit...Invert selection, then File...Delete.
However, this is a labor-intensive way to keep those very few special
cookies for sites that you want to keep - cookies that contain site
customizations, usernames/passwords, etc. The easiest way to do this is
with third-party software that will clean your unwanted cookies save for the
few you want to keep:

The page for IEClean works fine here now. None of the programs I mentioned
is freeware.
You could Google "freeware cookie manager" - for instance:

Some freeware apps have the feature where you can designate which cookies to
keep when running the cleaner, some don't, so you'll have to check.
