deleting a tool bar

i have a new toolbar that has taken over, i'm trying to
delete it and can't. when i change my home page it will
work once or twice and then it keeps coming back to this
one called "web search" and i also have a bunch of files
running when i start up, any suggestons, damn i tried all
i can think of,

Download from the internet adaware. This program may help
to remove the browser hijack software you have installed
in your browser. Goto www.lavasoftusa.com.

When you install it, download updates to it. Then scan
your computer and remove all spyware. Other good programs
are hijackthis and Spybot.
