Deleting a file

I restored a folder and files in the wrong location on my hard drive, now I
can't delete it. I've tried hitting delete, changing the properties of the
file so that it is not a "read only" file and/or folder, etc. But whenever I
do those things and try to delete it, I get an error message saying that
access is denied - make sure the disk is not full or write-protected and that
the file is not currently in use.

How do I get rid of this?
 
Sometimes this happen when you are trying to delete a file which is in use by
another process or the file is open. First of all, try restarting your
computer and then close all the open programs and then make a delete. If
still can't delete the file then run Windows in Safe Mode by pressing F8
while booting up.

Went into safe mode and was unable to delete it there either. Error message:

The code (registry tweak) here will add delete on reboot to the context
menu. Don't use if you don't want the extra item in the context menu
and you don't know how to remove the registry entries.

The file will be permanently gone when you use it, it won't be in the
Recycle Bin.
