Deleting a file didn't reallocate the space

Ok hello all. My problem is that I deleted a 2.8 gig file (win xp pro) and windows didn't allocate the space back. I know this because I had the file in my C: drive and I had 1.5 gigs left in the partition. I know this because I checked it before I deleted it. Now I deleted the file and emptied the recycle bin. It's gone from my system but windows still says I have 1.5 gigs left in the partition! I'm super confused about this. Anyone know what might have happened? I also did a search for the file and it's no where to be found! Please help, thanks!
 
1) Verify that you don't have any special "Recycle Bin" helpers (like the
Norton Recycle Bin stuff) installed that might be saving the file somewhere.

2) Clear your System Restore restore points (in case the file got saved away
by System Restore)

You might still have the file on a System Restore point, try to create
a new one and then go to Start > Run > cleanmgr.exe, go to the more
options tab and check 'delete all system restore points except the
most recent.'

This will erase all your restore points except the one you just made,
first be sure that your computer is functioning OK so you don't need
them.

You can check if the file is in the restore points by going to the
'C:\System Volume information' folder, right clicking, going to
properties and checking its size.
