Need help please. Some yahoo using this computer was trying to set
privileges and deleated a user by going into safe mode and under
security tab deleted the user. Now all this users settings are gone,
such as documents, bookmarks etc.. is there a way to recover this?

Unless the person saved the account files first, no. Restore data from
backups or if the files were crucial you could contact a professional
data recovery firm such as DriveSavers (www.drivesavers.com). This will
be fairly expensive but only you can determine the worth of your data.

More than likely the users data is still in the user profile and can be
recovered though you probably need to logon as a local administrator and
take ownership of the folders first and then grant yourself full access.
Look under documents and settings to see if there is a folder with the
user's name. Bookmarks would be in the favorites folder in the user's
profile. Deleting the user account does not delete the user profile. It may
even be possible to copy the "unknown" user profile over to another user
account. You can look in Control Panel/system/advanced -user profiles to
see the user profiles on a computer. --- Steve
