Deleted history is still there

Under Tools, Internet Options, I keep clicking Delete
Files and Clear History, but when I click View, Explorer
Bar, History it's either still there or it's gone until I
close IE and open it again...then there's the history
again. Why doesn't clicking "Clear History" do just that?

Note: this does *not* remove entries entered via AutoComplete.

It's best to delete the History files with IE closed.
Control Panel | Internet Options

Possibly your History folder is corrupt:
[XP\2K]
Log on as Administrator and delete the desired <username> folder(s).
