Deleted Folder Keeps Coming Back

I have a folder that I have deleted many times from my
desktop. It keeps coming back.

It was a folder I had created months ago, but I'm done
using it. I've tried deleting it normally, emptying the
recycle bin. I've tried deleting it using the command
prompt.

Any one know why this might be happening and how to fix
it? I've done virus and spyware scans.
