Ok, I deleted a file I shouldnt have that I really need.
So, I went back and used the system restore. Interestingly
enough, my document is in the shortcut on the start menu
but when I click on it it's not there. Says it's been
moved and short cut is longer available or what have you.
Is there anything I can do?

I don't have the answer to your question. However, did
you try to restore the file from the recycle bin that you
deleted before doing a sys restore?

It wasnt in the recycle bin because I had I right clicked
the start button and hit explore, then hit delete. I think
when you do that, those files go into never never land.

Basicallly, no: What you are seeing is that Restore is for the computer,
not for what you created in the way of documents, etc. The shortcut is
still there, because it is, so to write, property of the computer, but
now it is pointing to a document that you deleted.

In my test, it asked me if I was sure if I wanted to send
the item to the recycle bin. But, if it's not there it
obviously didn't work the same for you. It is possible
to set the properties in the recycle bin to remove
deleted files immediately instead of keeping them in the
bin. I'll keep looking, good luck!
