Deleted file comes back automatically, like persistence is on

so how do I delete these files? I delete them, says they are deleted, but they keep coming back. It's almost like the have a persistence set on them
files are for a microtek scanne
twain.dl
twain_32.dl
twunk_16.ex
twunk_32.ex
There is also a scan wizard showing in add/delete programs that cannot be deleted. CLick remove, and it just comes back.
 
There may be a program running at startup that is designed to restore these
files if they go missing.

You can use MSCONFIG to see what programs are launching at startup:
