After not being able to solve some problems ("what is Spyware" virus and fuzy
images in the browser) I used Norton the wipe IE completly.

Now I've only Netscape; no installed versions of IE at all. And therefore I
can't run Windows Update. AND, the installation program ie6setup.exe will
not run.

Am I now relagated to using only Netscape forever?

No one can help you if you don't provide any details.
Which OS? Why can't you run ie6setup specifically?
Hint: look for clues in the *log.txt files it creates.

Depending on your OS and how much damage you did
by "wiping IE" you may get better help by asking about its file
recovery mechanisms in an appropriate newsgroup.
