You may follow the steps below to narrow down the issue:
Step 1: Update anti-virus software and scan the whole hard disk for virus.
Step 2: Create a new profile.

1. On the Start menu, click Control Panel.
2. Click Switch to Classic View, and then click the Mail icon.
3. In the Mail Setup dialog box, click the Show Profiles button.
4. On the General tab, click to select the "Prompt for a profile to be
used" check box.
5. Click Add.
6. In the Profile Name box, type a descriptive name for the new profile,
and then click OK.
7. In the E-mail Accounts dialog box, click "Add a new e-mail account", and
then click Next.
8. Select the appropriate server type for your new e-mail account, and then
click Next.
9. Fill in the appropriate information as prompted, and then click Next and
Finish as needed.
10. Click OK.
11. Check the issue again.
If the issue only occurs on one client and persists after performing all
the steps above, please repair Outlook to check the issue again.

60I have a user that when opening and deleting a mail item from w/in inbox
the
60mail is being permanently deleted. If she gets a new mail item and does
not
60open and deletes the mail it goes to the deleted item folder, however if
she
60reads and then deletes from the inbox and or any other folder, sent items
60etc.. the items are being permanently deleted.
