Deleted domain policy logon locally, Can't log on.

Sorry to keep posting this but I could really use some
help asap. I deleted all of the entries in the logon
locally section of the domain security. Now I am unable
to logon to the domain controller. Does anyone have any
suggestions of how I can get back in? Thank You!

Connect to the domain controller from another machine, and edit the policy
that way. On the client machine:

start>run>mmc
File>Add/Remove Snap-Ins, Add
Select Group Policy Editor
Point it at the name of your server
Undo the change
Reboot the server

Is a reboot required if you enabled the telnet service and telnet in to the
server and run the secedit /refreshpolicy MACHINE_POLICY or gpupdate. ?

Security policy is applied during startup. That will just refresh machine
settings in the group policy (user rights exclusive).
