Deleted all Users

Hi All

My client has managed to delete all his users incuding
administrator and guest accounts. As a result the pc
hangs on the WinXp logo and does not offer any logon
options thus there is no way of entering the system.

Solutions tried.

1: Booting to safemode.
2: Last known good configuration.
3: Recovery console.

Is there any way of adding users to this pc without
reinstalling this pc.

You could try a repair installation:

My User id of "Owner" was deleted recently after I
downloaded the updates from the Microsoft website; I have
tried the repair install and it doesn't work; I am working
with Msoft support to try to resolve the issue, but it's
not going very well. Have you figured anything out?
