Can someone please tell me how I can clear the license
database from Terminal Services.

Cheers,

The LServer directory is where all the data is. I am not 100% sure if simply
deleting it would recreate a blank one (I do not think so).
The best is always to backup that database right after installing the LS and
before licenses get issued. Then you can simply restore it and everything
will be exactly as it was the first time.
I know if you uninstall the LS and reinstall it the data will be gone
though.

Depends on what you mean with "clear". You cannot remove individual
licenses from the Licensing manager.
You can however completely deactivate and then uninstall the TS
Licensing Service and then by hand remove all remaining files,
including the database.
If you afterwards want to reinstall the LS again and install the same
License Packs, I think you have to phone the Clearinghouse, explain
the situation and ask them to re-issue your licenses.
