I have about 15 restore points (MS XP Home Edition) that I would like to
delete if possible. How do I do this safely?

Launch the Disk Cleanup tool and then select the more options tab. On this
tab you will find a section for System Restore. If you press the Clean Up
button for that section, Windows will delete all restore points except for
the most recent one.

If you want to delete all of them go to the Control Panel System applet
(<windows><pause|break>), System Restore, check the box that says "Turn off
System Restore on all drives". Close the System applet. I would then restart
the system and turn it back on in a similar manner.

You can remove all of them but the latest Restore Point or you can remove
all of them. You cannot selectively delete Restore Points.
