Delete Downloaded Installations

Is it ok to :
1. Remove the files and folders from %systemroot%\Downloaded installations ?
2. Move all files and folders of %systemroot%\resources\themes to a different location so that i can use the themes again when i want them.

I use Plain text but i am using this Rich Text bacause i don't see any
problems in the replies i sent and i like posting in rich text.

probably because the responder opened it in text only format and sent the
reply that way.
The issue with rich text (html) is because not everyone uses HTML-capable
newsreaders.
