'Delete cookies' disabled

In tools->Internet Options the buttons in the section labeled 'Temporary
Internet Files' are disabled. The uttons in this section are labeled 'Delete
Cookies...', 'Delete Files' and 'Settings...' They are all disabled. I used
the 'Delete Cookies...' and 'Delete Files...' buttons yesterday. I can't
think of anything that I've done that would have caused this. Has anyone got
an idea of how this might of happened, or even better, how to fix the problem?

I fixed this using regedit.
Under "HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel" a key named 'Settings' had the value 1. I changed
this 1 to a 0 and problem solved. Various bits of Internet Options can be
turned on/off in this section of the registry. Still got no idea how it
happened...
