I like to keep my computer clean-i.e.-get rid of unused files and programs. How do I know which ones I can delete? Also, why do I find some files/shortcuts listed when I access All Programs from START button, but when I open the folder, they are not there? Is there a way to clean house without creating headaches?

Sure: Invest some time in learning how your computer works, and then proceed
cautiously. And always have a current backup.

Start here:

Beyond that there is little you can do until you learn exactly what
each and every file does.
Some seem to do nothing but are essential for something.
Do NOT just delete a file for housekeeping unless you are absolutely
sure it is unnecessary.
You can easily damage performance and possible force a reload to
repair the damage,
