Delegate "Send as" permissions

I have user A set up as an Editor/delegate for user B on the Inbox and
outlook today, also have "send as" allowed for user A on user B's account in
AD. But, when user A tries to send an email with user B's email address in
the From field, a permission message is posted saying user A doesn't have
permission to send on user B's behalf. What other permissions could I be
missing?

Exchange server 2000
Windows 2000 server
Outlook 2002
 
I'm having the very same problem at the moment. The only workaround I found
so far is that you set the "Send on behalf of" permissions through the
Active Directory users and Computers interface. Open the user and go to the
tab Exchange General-> button Delivery Options (I could be a bit of with the
naming as I'm not in an Exchange environment at the moment to verify it).

Still looking for a definite solution as well
 
Today we ran the same setup for user A for another user B. We set
permissions in Outlook on user B's computer, giving user A delegate rights
as "Editor" for user B's Inbox, and set "Editor" permission on user B's
"Outlook Today/mailbox". Then went into active directory and set allow user
A "send as" permission on user B's account. Logged out and back in on both
user A and B's computer, user A could not "send as" user B. About 30
minutes after our last attempt to send an email, without changing any
settings, user A was finally able to "send as" user B from user A's account
(about an hour total from start to finish) .

Does this sound "normal"? Is there something that we may have missed, or
messed up, in the order of which these permissions should be set?...or maybe
we set too many permission?..haha I haven't been able to find any
documentation on this other than setting the permissions themselves.

But at least it does work, if you have patience...:-)
