I think that you are getting things confused. Or maybe I am?
Assuming that you are using Outlook as the e-mail client and Exchange as the
mail server it is possible to allow a domain user account to create both
contacts as well as to add those contacts to a Distribution List. It is
simply a permissions thing.
However, what I usually do is determine who is responsible for telling me
which users are to be members of each DG. So, if Mary is the 'contact
person' for three DGs if someone asks me if they can start receiving e-mails
that are sent to one of those three I either ask Mary myself or send that
person to Mary and then wait for the e-mail from Mary telling me yes or no.
I also make sure to indicate in the DG itself that Mary is the contact
person ( so that I do not have to remember and so that when I am not there
my colleagues will know that Mary yeahs or nays things ).
I typically do not want anyone to be able to do what you are asking!
