Delegate Authority to Unlock Users

I'm trying to delegate the authority to give a user the abilty to unlock
users accounts in ad. I tried following the steps in this article
http://redmondmag.com/features/print.asp?EditorialsID=233 but the user still
can't unlock users.

Any ideas on what I'm mising?

Get a dsacls dump of whatever user object this isn't working on and post
it.

on ALL user accounts or just a few?

are the users members of builtin groups like administrators, account
operators, etc?
