Delayed (or Manual) Shutdown in XP?

I noticed recently that the HD light is still on right up
to the point where XP shuts off the power. This worries
me even though I have had no problems yet. Is there a way
to further delay the actual shut-down of the power supply
or perhaps make it manual? In my Windows 2000 partition I
have to manually shut the system off (it's a 'Standard
PC' configuration). I would prefer to shut it down
manually as I always wait till all is quiet before
shutting off the power.
I searched several topics on this but didn't find
anything so please forgive me if this is a common
question.
Thanks,
Lee
