Delayed network connection on startup

When Windows XP Pro SP1 starts up, it takes about 1
minute for the network connections to become active (show
status in system tray).
When network cables are unplugged on startup, network
connections are active immediately. I then can just plug
network cables in and continue.
 
The pc is trying to resolve through netbios. This makes it
very slow. Are you using a server? Does it use its own IP
to resolve DNS?
