Delayed Feed into Table

I have created a form that multiple users will need to complete. Is there a
way for me to distribute this form among them, have them save it and e-mail
it back to me so that I can review the data that they have entered and only
then approve it to feed into the table that it is linked to?
 
They will have to have either Access or Access Runtime installed on their
computers and you will have to distribute an app to them to allow them to
enter the data. It will also be necessary to provide them an easy way to
export the data to a format they can e-mail. You will then have to import
the data they send to you to do the editing.

Not the form, per se. Access Forms have no independent existance
outside of Access.

They'll need either a (retail or runtime) version of Access, or to put
the data into some other software (Excel, Word, or something else).
