Delay in Favorite Menu display

When selecting Favorites from the Menubar, the initial Shortcuts displayed
are only the most recently used; after a short delay all are shown. I'd like
the Favorite Menu to show all shortcuts instead of most recently used. Could
someone direct me to where this option is reset in IE6. Thanks!

Tools | Internet Options | Advanced
Uncheck "Use personalized favorites menu".
