delay in changing internet pages

Can anyone tell me how I can fix a 10 second or so delay
in moving around the Internet. There seems to ba a delay
before the wab address "catches" and them moves to the new
page.
I fixed this problem a week or so ago by fixing the
profile, but the problem has come back. Is there an easier
fix out there?
 
There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
