Delay in accessing any shared LAN functions

Whenever I try to access a program, printer or file over
my Office LAN, I have to wait three minutes(approx.)
before anything respnds and during that wait, my computer
locks up, returning to normal when the connection is
actually made.

I am using Windows XP Home edition, and trying to connect
to a LAN that has Windows 2000 and Windows 98 machines
connected to it. None of which have any trouble
connecting to each other, but also have to wait for three
minutes to connect to the XP machine.

What is it about XP that causes the delay?

I have a similar but less severe problem. I am trying to access a folder with 3,300 files in it from a newly installed XP machine that is talking to this server machine running Win98 SE in a peer to peer configuration (100 mbs ethernet). It takes 6-7 seconds to access the file. Used to be instantaneous with Win98 SE to Win98SE interaction.

Please let me know what you find out. I can watch the LAN lights going back and forth for the 6-7 seconds so some information is being transferred back and forth while XP waits to display the list of files.
