I have deleted a file which i need for a deinstallation, and i have emptied the recycle bin!!?? What do i do?

Reinstall the original software, that should recreate the necessary
uninstall files.

Install the prog all over again and UNINSTALL it after that.
Either that or use System Restore to go back to before you uninstalled it.

System restore is for system files. It won't restore software that has been
added.
