cannot seem to defrag my secondary hard drive totally,
program recommends that I defrag, but when I run defrag
the fragmentation stays the same. 80 gig hard drive with
29% free in one big chunck ...

how can I get a complete defrag?

Try running defrag in "Safe Mode".
