Defrag isn't doing it's job

I've tried to defrag more than once now starting with 2.59GB of 17.08GB (15%) free on a NTFS system. The program runs fine, I restart the computer and then run the defrag. and select "analyze". I would it expect it to tell me that my disk doesn't need to be defragged but it does? Any suggestions

What's probably happening is that some files could not be moved; if this is
the case, you should have gotten this message when defragmentation
completed.

What's probably happening is that some files could not be moved; if
this is the case, you should have gotten this message when
defragmentation completed.

The best resort is to run defrag in safemode. Few programs running to
interfere.
