Defrag Help

I get an window that pops up Can't read file or hasn't
been setup or Has not been registered. I got this windows
Xp when I Had a New Hard Drive Installed
How Do I start Defrag I Get the Same message in Start up
safe Mode
 
I still can't open Defra
This is the message :
MMC cannot open The file C:\WINDOWS\system32\defrg.ms

This maybe because the file does not exist, is not an MMC.
Console,or was created by a later version MMC
This may also be because you do not have sufficient rights to the file.
