Defender keeps shutting itself off shows a yellow shield with cross have to
keep restarting it
 
What other anti-malware software is installed ? [eg. a security suite,
antivirus, etc.]

Defender will shut itself off when
windows live one care runs because a part of WLOC has defender already in it
