defaulting to RESTART

Any idea how to fix computers that are defaulting to
Restart? I've tried shutting down as adminstrator and
choosing SHUT DOWN (not restart), and yet the next time we
go to shutdown, RESTART is the default.

This is for a school; and the kids don't pay attention and
so they are rebooting instead of shutting down at the end
of the day. Then the custodian comes in and cuts power to
the room, improperly turning off all machines that were
restarted. It's a mess.
 
Are you running mandatory profiles or something? It will remember the last
option selected under normal profile conditions, and default to shut down
for new users.

We have multiple profiles; the 2 main profiles for each
computer (student user or staff user/admin) but have
logged in and choose shut down/shut down and still restart
defaults.
 
Sorry; I don't know if we are using mandatory profiles. We
are on a Novell Netware network. Users have to log in to
gain access to the computer.
