Default User, Copy To not available

I am trying to create a Default user for my system. I have created a generic
user, setup the desktop, favorites, drive mappings, etc. as I want it. I
then log out and back in as the local administrator. I go to System
Properties -> Advanced -> User Profiles (Settings) and the "Copy To" button
is not available. It is there, but it is greyed out. Is there anyone out
there who knows why this might be? I have Googled this and looked through
this site to try and find an answer, but have had no luck. Help Please...

Did you reboot then log on as the other administrator?
 
Yes, I did reboot. Could this have something to do with the fact that the
default user profile was used to create the Local Admin accounts profile? I
originally setup a default user profile for this workstation and then deleted
the profile for the local admin account and then logged back on as the local
admin so it would get the default profile. I can't think of anything else
that could cause this. If so how do I fix this without creating a third
account and giving it admin rights to the workstation and starting over,
which is not really an option here. This is for an image I am working on and
the standard image needs to have one admin account and one generic user
account with a default profile setup.
