When I go to Advanced Tools / System Explorers / IE Settings and attempt to
change my default page URL or my start page it always defaults to
www.msn.com no matter what I put in the dialog box. The change conformation
dialog acknowledges the change was made but it still defaults to msn.com.

I am not logged in as "Administrator" however, my account is an
administrator account.

When you setup Windows XP Pro, there is a default account called
"Administrator". I am not logged in using that account, rather I am logged
in with another account (USER1) with administrator rights.

You are trying to go about this the WRONG way. You must
go to Tools > Advanced Tools > Browser Settings Hijack
Restore, and type in the settings that you want to use.

Thanks, that did it!
A side note though...
Doing it the way I was, Advanced Tools / System Explorers / IE Settings, at
the bottom of the "Setting Detail" area, in the lower right corner, is a
link titled "Change URL/page". When I used that link to try to change the
URL/page MSAS went through all the motions to make me think it was changing
the setting, but then actually did nothing (except to default to MSN). What
is the purpose of that link if not to change the URL/page ???
