Default signature not working

I have set up 2 signatures under Tools/Options/Signatures and chosen a
default signature for one of my email accounts . However, everytime I start
a new email no signature appears I have to go to the signatures option and
select it.

Why won't the default one work?

Is a sig assigned to the default email acct?
