Default Services Reset?

I'm afraid someone fiddled with the Services in
XP Prof. Is there a way to quickly reset Services to
Default settings? The problem is that until all the icons
load in the System Tray, XP hangs. Even when all that
stuff is disabled, it hangs for about two minutes. It's
not something in the Systray; rather it's causing systray
icons to load slowly and also causing the hang in the
entire operating system. Please read this carefully
before answering. Look for a reason other that something
in the Run registry area.
 
To me, sounds like it could be a broken program or device driver, causing
the system to lag. Does the same thing happen in safe mode? You can get
here, by tapping F8 when booting the computer and then choose safe mode from
the list.
Main way to figure out a startup problem as such is through the process of
elimination and in a lot of cases msconfig is the best tool to do this and
it is described here:

Visit www.blackviper.com and download the Windows XP registry patch (default
