Default Registry when creating a new user

Here is the situation. We create a profile, install the software &
settings we want and when everything is good, we copy it into the
default user so when a new user is created, it has the same setup.

However, it does not keep settings for things like the desktop look:
Task Bar & Start Menu settings, System Properties, Windows Explorer View
files and folder settings. They all revert to some default which is not
the same as our custom profile. I.E. Start Menu = Classic Start menu
doesn't come up for new users.

Is there a way to set these once upon user creation? If users want/need
to change them later that is fine, but we want a common starting point
for all users. Don't want to assume anything else such as AD environment.

Are you merely copying the stuff or are you using the proper procedure to
create the default user profile?

at that this is the solution to my problem.
It appears when I do it the official way it works, but the tech in
the field is reporting differently that that. I think I can guess where
this is going to head. So thanks!
