In the Settings for Printers I show two printers. When I
set one as the default, I find it keeps changing to the
other printer as default. The checkmark moves from the
one of my choice back to the other. How can I make the
default permanent until I choose to change it?

The default print device is set with the Device value in the registry key
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows
The only reason I could think that you are not being able to keep the change to the default printer is you are unable to write
this change back to your profile's NTUSER.DAT file, maybe it is manditory.
