default printer setting

Only the administrator can set a default printer on my Win2k network. I
had hoped that making all my users Print Operators would fix this
problem but it didn't. Any suggestions (other than making all my users
administrators - which I'd rather not do)?
 
When you say set default printer....is this on the
workstation ? ie..Joe users sits down connects to
several printers on the LAN and wants to make printer 1A
his default ?

Yes, this is on the workstation. Joe sits down and finds that he cannot
print from MS Word. The existing default printer settings have
mysteriously vanished, though they reappear on particular
workstations. When Joe deletes a printer and adds it back a message
box pops up at the end of the process with the error message "Default
Printer Cannot be Set". Right clicking on the printer icon and clicking
on make default produces no response at all. I've been digging into the
Computer Management settings to try to figure out why this varies
from workstation to workstation.
