I would like to setup a default desktop layout for my
network the will be distributed the next time the client
logs in, once he or she logged in that can add to the
desktop to customize the look. So basicly I was to have a
per user network desktop layout. I have played around
with the group policies, but I am unsure on how to make a
network user/desktop folder. Please help.

You have to take advantage of an Default User Profile.

If the computer is part of a domain, the operating system checks if a domain
wide default profile exists in a folder named Default User on the domain
controllers NETLOGON share.

Say they clients have already logged on many times before
and now I want to envoke the default layout. and I also
want to eventually redirect the clients personal folder.

Yeah that's the problem. Default User Profile only applies to new users when
a profile dose not exist.

You can redirect users desktops with Folder Redirection.

I Recommend you to read the User Data and Settings Management Document to
see what possible ways you have to take to fit your organization needs.

I Hope you gonna found a solution.
