When messages are saved, the default message type is "HTML". However, you
can manually change to file type to "Message Format" Is there a way to
change Outlook so that the default message format to save in is "Message
Format"?

What version of Outlook are you referencing? I know of no Outlook that
gives only those two formats.

After furious head scratching, Jim asked:

There are other formats (e.g., text). I only listed the one that is
currently the default and the one I'd like to make the default.

Come to think of it, one wonders why "Message format" isn't the default to
start with.

No, there is no way to set a default File | Save As type.
