Default mail client not properly installed

Everytime I try to interact on a web page by using someone's e-mail address,
I get a message that says "could not perform this operation because default
mail client is not properly installed."

I just bought Outlook 2003 and don't know what to do to fix this. Any
suggestions?

Hi Martha,
have you created an account in OL2003?
 
Do you mean do I have an e-mail account? Yes, I actually have three in
Outlook. I made one of the three the default e-mail account. Having done
that, did I properly installed the default mail client? If so, why can't I
access an e-mail address on a website without getting the error message?
